A ruthless gang of thugs is savaging the streets of Hollywood, leaving behind a trail of murder, robbery, and assault. As exhausted policeman Roger O’Malley struggles to contain the violence, a mysterious vigilante emerges — calling himself “The Executioner” and blowing criminals apart with his stash of grenades.

Under pressure from the police commissioner to identify the vigilante, O’Malley begins to suspect the culprit may be Mike, his Vietnam buddy who once saved his life and now suffers manic bouts of PTSD as a local mechanic.
